INFORMATION ON THE EPIDEMIOLOGICAL PREVENTION RULES TO BE OBSERVED DURING THE CAMP

In order to prevent the spread of the epidemic caused by the novel coronavirus (COVID-19), special attention must be paid to the strict observance of the following epidemiological rules during the organization and operation of camps this year. During the organization and implementation of the CAMP, the organizers will take all possible measures to ensure the separation of the groups from each other, and to ensure that the following preventive measures are observed under all circumstances.

The CAMP asks for the cooperation of all participants and organizers regarding the following:

Strive to keep a safety distance of about 1.5 meters at all times, both during activities and meals and during the use of social rooms

During joint meals, special attention must be paid to keeping a distance between the groups, which can be ensured in space or time. In the case of camps operating with accommodation services (overnight stays), a safety distance of 1.5 meters should be maintained when placing beds, if possible.

If possible, please bring a hand sanitizer that can be used without running water, and a mouth mask and gloves suitable for personal use only, which can be used at any time if necessary.

Outdoor and indoor activities

We recommend  that you prefer outdoor activities (of a sporting nature, enriched with outdoor games). If possible, it is recommended to hold the sessions in the yard, in the open air. However, activities that involve close personal contact (e.g. wrestling, martial arts, etc.) should be avoided.

In the  case of indoor activities, in order to minimize the concentration of pathogens, special attention must be paid to increased and continuous ventilation depending on the weather and the surrounding traffic, which applies to all enclosed spaces, including corridors and social rooms.

Healthy campers

The current novel coronavirus epidemic spreads directly by droplet infection, i.e. the greatest danger to the spread of the virus is posed by a sick person who coughs and sneezes. Therefore, the primary and most important preventive measure is that only healthy, asymptomatic students or organizers who feel healthy may participate  in the camps, which is described in  Decree 12/1991. (V. 18.) NM also requires a statement.

Decree No. 12/1991. (V. 18.) According to the NM Decree:

Section 4 (1) Only those who are medically fit may participate in camping.

(2) The legal representative of the child shall certify  the appropriate state of health of the child participating in the camp by means of a declaration  with the data content specified in Annex 2 issued within four days prior to the  camp before the start of the camp. The form required for the declaration – together with other documents necessary for the camp – shall be handed over by the camp organizer for completion purposes.”

Compliance with personal hygiene

During the operation of the camp, special attention must be paid to the observance of personal hygiene, which is based on frequent, thorough hand washing with soap, hand disinfection, avoiding touching the face, and observing cough etiquette, which remains the most important means of preventing infection. Special attention must be paid to enforcing the personal hygiene of employees, for which it is recommended to provide thorough, comprehensive training for employees. In addition, we consider it very important that those arriving at the camp also receive detailed information about the basic rules of personal hygiene, at a level appropriate to the given age group.  As part of this, make sure that all campers wash their hands thoroughly or use alcohol hand disinfection upon arrival at the camp. We also recommend that in order to ensure a high level of adherence to cough etiquette, the camp organizer ensures the continuous availability of a sufficient amount of paper tissues.

Increased disinfection

In order to inactivate the virus that has entered various surfaces through coughing and sneezing, special attention must be  paid to the cleanliness of the camp area and  to carry out daily disinfectant cleaning. During disinfectant cleaning, special attention must be paid to the fact that surfaces frequently touched by hand (e.g. door handles, railings, light switches, washbasin faucets, etc.) should  be disinfected regularly with an antiviral agent.   

It is also recommended to regularly disinfect the instruments, toys, sports equipment and playground equipment used by the campers with antiviral agents.

Alcohol-based quick disinfectants and disinfectant wipes can be used well for disinfecting surfaces, while chlorine-containing products can also be used to disinfect the floor and wall coverings of rooms with chlorine-resistant coverings. There must be a sufficient number and quantity of antiviral hand and surface disinfectants and cleaning agents. Disinfectants must always be used according to the instructions for use indicated by the manufacturer in Hungarian, in the appropriate concentration and with the appropriate exposure time. Disinfectant washing of textiles can be done by means of thermo-infective and chemo-thermo-thermo-infective washing processes.    The workers performing the cleaning must be provided with the appropriate protective equipment.

The tools used for cleaning, cleaning and disinfection, cleaning and disinfecting agents that are not considered hazardous substances or preparations must be kept in a separate room, in another closed storage place (detergent storage, cabinet) or in any other place that can be locked. If they belong to hazardous substances and dangerous preparations, the provisions of special legislation must be observed. Cleaning and disinfection must be organized in such a way that it does not endanger the health of the campers.

Soapy hand washing facilities must be provided in social rooms, supplemented with a hand disinfection with antiviral effects, if possible.

Depending on the age group, children should use hand sanitizers under adult supervision. It is recommended to use paper towels for hand wiping. It is recommended to place a contactless hand sanitizer dispensing device with antiviral effect at the entrance and to draw attention to its use.

Catering rules

Particular attention must be  paid to the cleanliness of the place where the meal is eaten, and its continuous disinfection. When cleaning surfaces, care must be taken to maintain the virus-free environment by properly separating work processes and introducing more frequent disinfection.

Before and after meals, special attention should be paid to washing or disinfecting children’s hands thoroughly with soap. It is recommended to keep foods on the menu that can be prepared with safe heat treatment (a core temperature of 72°C for at least 2 minutes or at least 75°C at all points of the food).  It is extremely important to wash vegetables and fruits thoroughly with running water. Serving raw foods containing ingredients that cannot be cleaned should be avoided. Shared utensils (e.g. salt and pepper shakers, vinegar bottles, etc.) Increased attention must be paid to keeping them clean and disinfected, and it is temporarily more expedient to replace their use by providing small, individual doses. If this is not possible, the equipment must be placed in sufficient numbers to avoid passing them to another table.

It is extremely important to  wash the dishes, cutlery, glasses and trays used by children with a sufficiently effective disinfectant, to store clean cutlery, glasses, plates and trays in a way that is protected from droplet infection, and to avoid touching cutlery, plates and glasses by children when serving in a self-service system, e.g. by individually packaging cutlery napkins. Cleaning the bread baskets and changing the cloths placed in them are justified after each use. Washing textiles with a disinfectant by machine is recommended.

Catering staff must be provided with an alcohol-based hand sanitizer with antiviral effect, and increased emphasis must be placed on its regular use.

It is the responsibility of the restaurant operator to monitor the health of the employees closely and to take action in case of suspected illness.

What to do in case of a sick person

If symptoms of infection are detected in a child, organizer or helper, they must be isolated immediately, and at the same time the doctor appointed  by the organizers  must be notified, or the local general practitioner or other designated health care worker who decides on further actions according to the valid procedure.

In the case of a child, the parents must also be notified immediately. The use of gloves and a mask is mandatory for the person supervising the sick child.

During the camp,  the provisions of Decree No. 12/1991. (V. 18.) NM and  Decree  No. 37/2007 (VII.23.) EüM-SZMM joint decree.
